On DEC and IBM this fails on SUN4 it works correctly.  Here is the crash.

octave:1> norm([])
tc-index.cc:363: failed assertion `(nr == 1 || nc == 1) && ! user_pref.do_fortran_indexing'
error: caught SIGLOST -- stopping myself...
