Although there have been a few other (new) files missing from the
bleeding-edge distributions lately, I don't think there is a file
missing in this case.  Here is what I normally see when I run the
tests:

  make[2]: Entering directory `/usr/home/jwe/build/octave-2.0/test'
  WARNING: Couldn't find the global config file.
  Test Run By jwe on Thu Oct 21 02:44:25 1999
  Native configuration is i686-pc-linux-gnu

		  === octave tests ===

  WARNING: Couldn't find tool init file
  Using ../../../src/octave-2.0/test/config/unix.exp as tool-and-target-specific description.
  Running ../../../src/octave-2.0/test/octave.test/args/args.exp ...
  ...
