Octave has already a long tradition of relying on existing libraries: LAPACK, BLAS, kpathsea, readline, etc. All those libraries are indeed independent of Octave. Even the Octave interpreter itself can be used as a stand-alone library. I think that if the design of the upcoming GUI/plotter is clean enough, it could be transformed into a new library, useful for other projects (like R).
